Presiding coroner Dr. Michael Wilson inaugurated the inquiry into the deaths of five individuals during a blastomycosis outbreak in Constance Lake First Nation, emphasizing the importance of uncovering the truth. Family members placed photographs of their deceased loved ones affected by blastomycosis on a table in the community hall in the Oji-Cree First Nation near Hearst, Ontario, prior to Dr. Wilson’s address.
The deceased individuals, Luke Moore, Lorraine Shaganash, Lizzie Sutherland, Mark Ferris, and Douglas Taylor, passed away between November 19, 2021, and January 23, 2022. Elders Florrie Sutherland and Stands in Water led a prayer and smudging ceremony for attendees, urging them to offer tobacco to a sacred fire for spiritual connection.
The inquest was attended by families, community members, current Constance Lake Chief Rick Allen, former chiefs, hospital representatives, and officials from public health, Ornge, and Indigenous Services Canada, along with their legal representatives. Five jurors were present as well.
Dr. Wilson highlighted the significance of the inquiry in addressing questions surrounding the untimely deaths and stressed the importance of improving the health system for a better future. The scope of the inquest includes examining the treatment of First Nations individuals by the medical system, particularly in emergencies beyond their capacity to manage effectively.
He emphasized that the purpose of the inquest is not to assign blame but to uncover the facts and make recommendations to prevent similar tragedies in the future. Shruti Ramesh, a lawyer from the coroner’s office, expressed regret for the losses suffered by the community and emphasized the need to address healthcare disparities faced by Indigenous communities.
Ramesh presented evidence gathered from community visits, detailing the sequence of events leading to the deaths of the five individuals. Each case was discussed, outlining the medical treatments received and the challenges faced in accessing appropriate care, including issues with transfers and delays due to weather conditions.
Family members shared emotional testimonies about their loved ones, highlighting their unique qualities and the impact of their untimely deaths. The inquest continues with the goal of providing a comprehensive understanding of the circumstances surrounding the outbreak and ensuring that no death goes unnoticed.
