A recent launch in Thunder Bay, Ontario introduces a new information system to assist social service organizations in monitoring individuals facing homelessness and their service utilization. Spearheaded by the Thunder Bay District Social Services Administration Board (TBDSSAB), the Homeless Service System Data Tool (HSSDT) consolidates data from various service providers to offer a comprehensive view of individuals’ support reception, service provider engagement, and progress in a single platform.
The HSSDT encompasses data like the city’s by-name list of homeless individuals, case management records, and details on emergency shelter and transitional housing capacities. Aaron Park, TBDSSAB’s housing and homelessness programs manager, highlighted that the tool enables organizations to access uniform information about each person, streamlining service delivery without the need for repetitive intake processes.
Over the last six months, approximately 1,000 individuals have engaged with homelessness support services, while a previous point-in-time count recorded over 550 homeless individuals. Park emphasized that the HSSDT will provide real-time, precise data, enhancing the understanding of homelessness at both district and detailed levels.
Moreover, the tool aims to simplify provincial reporting obligations for TBDSSAB, ensuring continued funding through Ontario’s Homelessness Prevention Program. All organizations receiving funding for emergency shelter and transitional housing from TBDSSAB are mandated to utilize the new centralized database.
TBDSSAB envisions extending the tool’s implementation across the entire service sector, irrespective of funding ties. Ken Ranta, TBDSSAB’s CEO, emphasized the tool’s capacity to enhance client care, identify system trends, and bolster decision-making through reliable data. Developed by Clark Communications with input from TBDSSAB and emergency shelter system personnel, the HSSDT represents a collaborative effort to streamline data collection and reporting tasks for service providers.
Brendan Carlin, Shelter House’s executive director, acknowledged the significance of data tracking but underscored its challenges. He lauded TBDSSAB’s support in tool development to simplify data collection processes and ensure user-friendly functionality for staff members.
