Canada’s Minister of Natural Resources, Tim Hodgson, revealed the federal government’s ambitious plan to significantly expand the nuclear energy sector. Hodgson drew inspiration from a project in the U.K., Sizewell C, which involves private investors holding a 55% stake in the £38.2 billion project. The goal is to replicate this model in Canada to construct up to 10 new reactors.
Securing such investments poses challenges, particularly for risk-averse pension funds, due to the historical trend of nuclear projects exceeding budgets in Western countries. For instance, Hinkley Point C in the U.K.’s costs escalated from $34 billion to over $64 billion, while Olkiluoto 3 in Finland saw its expenses rise from $5.1 billion to $17.8 billion.
To mitigate investment risks, Professor Yrjo Koskinen suggests the need for de-risking measures for private investors, such as pension funds, investment firms, and energy companies. The Sizewell C project utilizes the regulated asset base (RAB) model, offering investors returns during the construction phase through levies on British ratepayers, shielding them from cost overruns.
Despite criticisms on nuclear waste management and the rising competitiveness of renewables like solar and wind energy, several countries, including Canada, the U.S., France, and Japan, are bolstering their nuclear energy capacities. Canada’s historical success in nuclear deployment, notably in Ontario, positions it well to be a significant player in the global nuclear industry.
While challenges persist, experiences from other nations underscore the importance of large energy projects like nuclear reactors, even amid substantial costs. For instance, Finland’s new reactor played a crucial role in ensuring energy security during the Russia-Ukraine conflict, allowing the country to enjoy some of the lowest electricity prices in Europe.
Ultimately, Canada’s nuclear ambitions align with a global trend towards nuclear expansion, presenting both opportunities and challenges that require strategic planning and risk management to ensure success.
