The authorization for constructing the pipeline facilities in Burke County, North Dakota, was granted to the Bakken Pipeline Company. Additionally, permits were issued for the upkeep and operation of existing pipelines at border locations. These include Bakken Pipeline Company for maintaining pipeline facilities in Burke County, North Dakota, Enbridge Energy for operating and maintaining pipelines in St. Clair County, Michigan, and Enbridge Energy for overseeing existing pipeline facilities in Pembina County, North Dakota.
