Nova Scotia’s Minister of Natural Resources, Kim Masland, revealed on Thursday that her department has received a proposal for a golf development that would utilize West Mabou Beach Provincial Park. She expressed readiness to entertain development proposals in other protected areas while emphasizing the need to strike a balance between economic growth and conservation efforts.
The proposal originates from the Cabot golf company, known for managing three courses in the Inverness region. This marks the company’s third attempt to gain access to the provincial park for development, with the most recent attempt being rejected by the Progressive Conservative government in 2023. Despite multiple attempts, Cabot officials have remained silent in response to interview requests.
The company’s project website outlines plans for an 18-hole golf course and a small office/clubhouse within the West Mabou Harbour vicinity of the park, clarifying that no on-site accommodations are intended. Masland stressed that any potential advancement of the proposal would necessitate community and First Nations consultations, highlighting her willingness to engage in discussions regarding development within protected areas.
The push by Cabot for a Crown land lease to enable the project has sparked controversy each time it has been put forward. Notably, in 2023, then Minister of Natural Resources Tory Rushton and Premier Houston advised Cabot against submitting a proposal due to golf courses not aligning with the Provincial Parks Act. Rushton was subsequently removed from cabinet recently.
Premier Houston acknowledged his discussions with local residents and Inverness MLA Kyle MacQuarrie concerning the project, emphasizing the importance of exploring new economic opportunities amid the province’s significant deficit. Liberal MLA Iain Rankin expressed concerns about the deficit and the lack of clarity from the government regarding the project’s revival after being rejected twice previously.
Rankin highlighted Masland’s remarks as implying a potential reconsideration of protected areas in the province, raising concerns about future developments in previously safeguarded regions. NDP Leader Claudia Chender criticized the government’s handling of protected areas and community engagement, suggesting a bias towards corporate interests at the expense of community input.
