“Canada’s Correctional Investigator Resigns Amid Prison Mental Health Crisis”

Dr. Ivan Zinger, the correctional investigator of Canada, is stepping down from his role earlier than planned due to his frustration with the government’s failure to address systemic human rights issues within federal prisons. Zinger expressed disappointment during the presentation of his annual report, particularly highlighting the lack of responsiveness from the Correctional Service of Canada (CSC) and government officials in improving mental health services for prisoners.

Zinger emphasized the need for a change in approach by both the CSC and its political leaders to effectively enhance mental health care for inmates. He urged for greater acknowledgment of existing problems and concrete steps to address them, pointing out that dismissing his office’s recommendations will only lead to legal repercussions for the government.

In his final annual report before his departure, Zinger’s office detailed findings from investigations into mental health care quality in federal prisons. The report highlighted deficiencies in mental health services for women and elderly inmates, as well as common issues across the prison system such as outdated policies, lack of staff training, inadequate mental health screening, and insufficient post-release support programs.

The report also criticized the regional treatment centers (RTCs) for federal inmates, describing them as ill-suited for acute mental health cases. Zinger recommended transferring individuals with long-term psychiatric needs to specialized hospitals outside the prison system for proper treatment, a suggestion that was rejected by the CSC.

Zinger’s report further criticized the government’s plan to construct a $1.3 billion hospital for inmates in New Brunswick, labeling it as a misallocation of resources. He proposed redirecting the funds towards partnerships with local hospitals for enhanced mental health care services.

Despite facing resistance to his recommendations, Zinger remains resolute in his pursuit of meaningful prison reforms. He expressed satisfaction with the impact of his work, noting that his reports have been instrumental in holding the government accountable for human rights violations in prisons. Zinger anticipates that legal actions resulting from his final report will compel the federal government to fulfill its obligations to incarcerated individuals.
