Paulatuk, located in the Northwest Territories, is known as the southern wind capital of the Arctic region. The residents have a deep-rooted history of utilizing the forceful southerly winds for various purposes, such as propelling boats in the absence of engines, creating snow formations that served as navigational aids, and facilitating the drying of meat for preservation. Now, the community is aiming to harness this wind energy to generate electricity as part of its ambitious aspiration to achieve carbon neutrality.
To achieve this goal, ensuring that homes are energy-efficient and do not squander the generated energy is deemed crucial by both the residents and project leaders. Lily-Ann Green, a member of the Paulatuk Energy Working Group, highlighted the significance of optimizing home energy efficiency while acknowledging the essential role of wind power in driving turbines. She noted that many homes in Paulatuk lack proper weather stripping on doors and windows, leading to energy loss and discomfort for residents.
The Wolkie family, residing in a three-bedroom Housing N.W.T. unit, shared their challenges of living with deficient home infrastructure, including missing cupboard doors, door handles, and faulty window latches. They revealed resorting to sealing their drafty front door with silicone for nearly half the year to combat cold drafts, albeit recognizing the safety risks this workaround poses in emergency situations.
A 2024 report by the N.W.T. Bureau of Statistics indicated that approximately half of the homes in Paulatuk face core housing needs, signifying inadequacies in suitability, adequacy, and affordability. The community’s vision for a renewable energy initiative involves installing wind turbines, solar panels, and a battery storage system. While supporting the project, Green emphasized the importance of concurrently addressing housing inefficiencies to avoid wasting clean energy.
The newly released community energy plan, Sivulliit Energy, presented by the working group at a community course, underscores the focus on enhancing housing conditions and energy efficiency. The plan acknowledges issues such as air drafts, moisture problems, overcrowding, and lack of proper maintenance, which impact residents’ comfort, safety, and well-being.
To gather data on energy consumption patterns, a housing research project in collaboration with the National Research Council and Housing N.W.T. will deploy monitoring devices in selected Paulatuk homes. The initiative aims to collect usage information over two years, with plans to expand to more homes pending additional funding. The insights gained will inform recommendations to the N.W.T. government for improving housing and energy efficiency standards.
In addition to the research project, the working group is organizing a housing and energy efficiency course to empower residents with knowledge on winterizing homes and reducing energy consumption without compromising comfort. The course aims to foster discussions on constructing energy-efficient, culturally appropriate homes suitable for Arctic climates.
Looking ahead, Green expressed anticipation for the upcoming course, emphasizing the value of equipping residents with tools and knowledge to lower power bills and enhance energy efficiency. The community’s concerted efforts to combine renewable energy generation with improved housing conditions reflect a holistic approach towards sustainability and resilience in Paulatuk.
